The opportunity
The main responsibility of the Sr. Manager Transportation & Customs Compliance is to manage and maintain/enhance all aspects of Transportation as it relates to Teva Canada. To ensure Teva Canada consistently remains compliant with all applicable Canadian and US Customs laws. To examine and affect the recovery of duties paid in error to Revenue Canada through submission of refund claims. Liaison with appropriate company personnel in all matters regarding to movement of domestic, import and export shipments.
Responsibilities
The tasks will include but are not limited to:
- Primary management contact for all carriers and third parties providing logistics services for Teva Canada (domestic and international).
- Liaison with Canadian and US Supply Chain, Global Procurement, Global Logistics, and applicable personnel at all Teva facilities in all matters regarding the use of Logistics Service Providers (LSPs) selected to handle Teva Canada shipments.
- Required to provide direction and guidance concerning transportation operations, controls, problem resolution and cost savings/operational improvement opportunities.
- Continuous review and improvement of all Teva Canada international service providers, including RFQ’s as required
- Interpretation of Customs laws and other acts of Federal legislation to ensure compliance in such areas as they affect Teva Canada. Planning, interpretation and implementation of procedures required to be in compliance with Canadian and U.S. Customs laws.
- Continually develop, implement and manage a customs compliance program to ensure import and export operations are conducted in accordance with global customs regulatory guidelines.
- Manage internal/external brokers, suppliers, third party logistics and transportation providers to ensure current, comprehensive customs compliance policies/procedures are in place that align with C-TPAT, PIP and TEVA Standard of Care compliance guidelines
- Monitor global customs regulatory changes, communicate as applicable, and revise compliance policies and practices in accordance with changing legal framework and business models including global corporate policies
- Review, verify and approve carrier and broker related invoices, referring to carrier service/rate agreements.
- Verify that all carrier invoices are reviewed/audited prior to payment to ensure they are valid, accurate and coded correctly for payment. This may include the use of third party service provider to assist in this process.
- Verifies that all broker invoices are scrutinized and compared against official import records in order to determine that the correct values have been declared for Customs purposes, and that any found discrepancies be identified and reported to Customs within legislative time limits
- Review of import entries for compliance and submissions of duty refunds and drawback claims
- Administers the audit of Customs Broker and Freight Forwarder import entries for proper Tariff classification, GST status, coding and billing. Responsible for the analysis and submission of Customs duty refund and drawback claims.
- Responsible for formula calculation and submission of Inter-company Transfer Price Adjustments to Canada Border Services Agency
- Ensure transportation insurance claims for lost or damaged shipments are filed within contract/regulatory requirements and timing.
- Minimize loss via an analysis of each supplier terms of sale as they relate to our risk for loss of goods damaged whilst in transit.
- Provide direction and support to all stakeholders by assigning responsibilities and defining processes as it concerns insurance claim procedures and requirements.
- Identify, prevent, and proactively correct workplace hazards and conditions. Perform incident/accident investigations, root cause analysis, and establish appropriate corrective actions.
- Role modelling of EHS practices to prevent the release of materials/energy, reduce EHS impacts, and ensure adherence to EHS regulatory requirements and procedures.
Your experience and qualifications
- Education: Bachelor’s degree in disciplines such at Supply Chain, Logistics, Operations, Engineering or related field
- 10+ years experience with demonstrated knowledge of transportation, customs and trade compliance
- Preferred: Certified Customs Specialist Designation (CCS) and/or CBSA Professional Designation
- Strong Mathematical and Analytical skills
- Negotiation, Planning, Decision Making, Problem Solving skills
- Proficiency working knowledge of Windows, Microsoft Applications, and SAP
- Functional Knowledge:
- Business acumen in Customs, Brokerage, International Trade, Transportation and Distribution
- This position requires an understanding of pharmaceutical operations
