Reporting to the Project Commercial Manager, the Project Procurement Manager will be responsible for full-cycle procurement for Baffinland’s Steensby development, from drafting Requests for Proposals (RFPs) to negotiating, awarding, and administering major procurement packages and logistics service agreements. The Project Procurement Manager will also be responsible for ensuring all procurement activities are in compliance with Baffinland’s stakeholder expectations and HSE (health, safety, and environmental) commitments, including the Mary River Inuit Impact and Benefits Agreement.
Main Accountabilities
- Full-cycle management of major procurement packages, including but not limited to: locomotives, rail cars, and other rolling stock, bulk materials handling equipment, construction equipment, fuel, and other raw materials and consumables.
- In collaboration with the Project Logistics Manager, develop, negotiate, and award Requests for Proposals for project logistics services, including all marine charter parties and aviation services.
- Negotiate contracts, purchase orders, and service agreements to achieve cost savings and advantageous terms and conditions for the project.
- Monitor vendor/contractor performance, and enforce warranties and other contractual clauses as necessary to ensure on-time, on-budget delivery of quality goods and services.
- Supervise and mentor a team of Project Buyers to draft, issue, and administer purchase orders for routine project requirements.
- In collaboration with the project’s insurance broker, implement a comprehensive insurance program for the project, and process insurance claims as necessary.
- Implement necessary systems, processes, and controls to ensure all procurement activities are carried out in accordance with Baffinland’s policies and procedures, including compliance with the Mary River Inuit Impact and Benefit Agreement.
- Assess market conditions and implement proactive actions to minimize risks for the project.
- Provide regular reports to project senior management regarding procurement activities and major concerns.
- Review and approve vendor/contractor invoices for payment.
- Support the Project Controls team in cost forecasting and analysis.
- Once the project is in full execution (expected H2 2024), the Project Procurement Manager will be expected to carry out visits to the project site in Nunavut on a regular basis (minimum once every two months).
Main Qualifications
- Bachelor’s Degree in Engineering, Commerce, Business Administration, or Supply Chain Management
- 7 to 10 years Prior experience in procurement and contracts management, including contract formation, contract administration, and claims management/dispute resolution. Experience must be on significant projects over $1B, preferably projects based in a remote location with Arctic conditions.
- Proficiency in Microsoft Office Suite
- Proficiency in ERP systems, preferably SAP
- Professional Engineer (P.Eng) preferred
